prosecutors charged a U.S. Navy commander, a naval criminal investigator, and a
defense contractor for conspiring in a bribery scheme to gain millions in
international port contracts. Officials contended that the defense contractor
conspired to bribe the other two men with gifts and luxury items in exchange
for information that allowed him to overcharge on port contracts by millions.
